Safety management
On a macro level, safety within the air transport industry is a matter
of interacting systems. Achieving excellent safety levels requires
a concerted international and national effort by many actors.
If the safety processes in the different participating institutions
and organisations are not functioning properly the effectiveness
of the safety chain will be degraded and consequently the achievement
of an acceptable level of safety is not guaranteed. The safety institute offers
its knowledge and experience to support customers in this area.

Safety regulation
Nowadays, safety regulation is one of the main pillars on which safety assurance
within the air transport system is based. The safety institute
supports stakeholders in air transport in different issues related to safety regulation.

Safety cases and safety assessments
Operational and flight technical assessments
Safety management and the organisational aspects
thereof are clearly very important with respect to the actual
safety performance. Nevertheless, one should be aware that
the final step in the safety chain concerns the actual flight
operation: that is where all concerted safety actions should
result in the practical achievement of a safe flight.

Air safety data analysis
Safety modelling for advanced operations
To assess the safety for advanced (new) operations, the safety institute
has developed a number of models and techniques. In many instances,
the problem is too complex to oversee, let alone to find direct
solutions. In such cases it can be helpful to break down the
problem into smaller pieces, which can each be solved individually.

Incident and accident investigation
For over 20 years NLR-ATSI has been involved in military and
civil accident and incident investigations in the Netherlands
and abroad as an independent investigation body. The safety institute has
supplied customers with experts in the role of investigators
in direct support of an investigation committee, and provided
access to the wider knowledge and facilities of NLR.

Security
Air transport security deals with measures to protect against
criminal and terrorist threats against civil aviation. After
the events of 11 September 2001, NLR-ATSI has implemented a
security research program that aims to reduce the threats related
