Safety regulation is concerned with the specification, development
and implementation of the baseline rules and recommendations,
required to ensure a basic level of safety within the aviation
sector. In general safety regulation is the domain of national
and international regulatory organisations.
An important feature
of safety regulation is that it has to keep up with technological
and organisational developments within the sector in order
to remain effective. For this reason applicable standards
and recommended practices are subject to continuous development
and additions. In order to ensure that changes in regulation
are effective and operationally acceptable, it is necessary
that they are construed on basis of operational experience
or well founded theoretical considerations. NLR-ATSI supports the
regulatory and rulemaking processes by means of providing these
underlying analyses.

Example projects
For several customers NLR-ATSI has provided support to supplement or
adapt the current regulatory framework. Examples are:
- under contract with CAA-NL (IVW) and FAA NLR-ATSI has supported
the specification of the Obstacle Free Zones in relation to the introduction of new
large aeroplanes;
- under contract with CAA-NL (IVW) and FAA studies have
been performed to improve and supplement the regulations
concerning system design and analysis (FAR25.1309);
- under contract with Eurocontrol verification of ESARR4
requirements is carried out;
- under contract with European Commission support has been
provided to the preparation of an impact assessment on the
extension of EASA competences to ANS, ATM and airports.
